TITLE I
DECLARATION OF POLICY AND PURPOSE
Sec. 102.
"(c) The Congress declares that the general welfare of the United States requires that the National Aeronautics and Space Administration (as established by title II of this Act) seek and encourage, to the maximum extent possible, the fullest commercial use of space."

includes data-purchase requirements such as 42 U.S.C. 14713 of the
U.S. Code.
42 U.S.C. 2457 is worth
keeping in mind if one seeks to invent anything in pursuit of a NASA prize,
while not wanting NASA to become the invention's owner.
